Calling all B.C. Farmers! Do you have insights or interest in ALR regulations?
Frank Niu, a master’s degree student in the program of Environment and Management at Royal Roads University, is conducting research on the Agricultural Land Reserve (the ALR) in British Columbia.
The research intends to focus on the ALR‘s influence on B.C. farmers. Some compelling cases have been reported by news media in recent years, such as the Rusted Rake Restaurant, or the Petey’s Pumpkin Patch story. There could be an overregulation issue during the enforcement of the ALR (a hypothesis in the study). Therefore, the researcher wants to survey farmers in B.C. to learn more.
Questions include:
(1) What are your general comments on the ALR? (What are its merits and flaws? Is this legal framework necessary or not? Is it successful or not?)
(2) Have you experienced any application processing with the Agricultural Land Commission(ALC)? Or are you experiencing one? Or are there any cases around you with the ALR? If yes and if possible, could you please give some more details?
(3) Do you think is there an overregulation issue with the ALC/ALR? Why?
(4) What is the boundary between the regulation of the ALC for the protection of farmland and the farmer’s autonomy for business decisions (such as setting up farm-to-table eateries, and Halloween theme facilities)?
(5) What suggestions do you have for the ALR to better consider farmers’ interests?
